Senior Development Manager

Neil is a Senior Development Manager at Railpen and is responsible for leading the delivery of several key development projects across Railpen’s UK property portfolio, including assets in London, Cambridge, and the wider South East.
Since joining Railpen in June 2025, Neil has taken a leading role in the development of major schemes within Railpen’s Cambridge innovation cluster, such as Mill Yard, Cambridge Retail Park, and 230 Newmarket Road. He also oversees the redevelopment of 12 Smithfield in London and contributes to the expansion of Railpen’s industrial portfolio, including High Wycombe X and South Mimms X.
Neil has over 25 years’ experience in the property development industry, having previously worked at Legal & General, where he delivered a wide range of retail, office, and industrial projects, including The Beacon in Eastbourne, The Grafton Centre in Cambridge, Dover St James in Dover, India Buildings in Liverpool, and Prime Park in Birmingham. He has also held roles with Hammerson, Wilson Bowden Developments, and Cyril Sweett, bringing extensive cross-sector expertise to his role at Railpen.
Neil holds a deep passion for creating high-quality, market-defining assets that combine innovation, sustainability, and long-term value for both occupiers and Railpen’s members.
