Workforce Directors and Voice UK Policy Briefing 2025

Evidence shows that a motivated, engaged and fulfilled workforce is a necessary factor for the generation of sustainable financial returns, as well as being desirable in its own right. This is why workforce issues – including worker voice – are one of Railpen’s four ‘big picture’ priorities that we speak to companies and policymakers about.

In 2023, Railpen launched the now £2 trillion Workforce Directors Coalition (WDC) of investors to encourage more companies to consider this model and have been speaking to companies in support of this objective and raising awareness of our practical guidance on workforce directors.

Nonetheless, the model remains under-utilised and we know many companies do not genuinely consider its potential benefits. Therefore, policy interventions should be considered to help companies adopt effective worker voice mechanisms.

  • Confirm that the workforce director model aligns with the Government's objectives
  • Review existing guidance
  • Directly address misconceptions
  • Amend company reporting regulations
